The Attack
Iran has launched at least four reported waves of anti-ship cruise missiles and Shahed-136 attack drones from the Bandar Abbas and Bandar Kong areas toward vessels moving under US Navy protection through the southern Omani corridor of the Strait of Hormuz.
Initial reports indicate the target is a large US-escorted oil tanker convoy currently transiting the Omani route. Additional launches have been reported within the last hour.
This is not isolated commercial harassment. Iran is attacking vessels moving under direct American naval protection. That is the escalation that matters. The Trump administration has been protecting Hormuz shipping since the summer and the previous attacks were against unescorted or lightly escorted vessels. Today's target set is different.
The exact number of missiles and drones launched, the interception rate, damage, and casualties all remain part of a rapidly developing operational picture.
But the attack does not sit in isolation. Reuters reported earlier today that a separate vessel transiting Hormuz was struck by a projectile, caught fire, and was evacuated. Iran said on September 9 that it struck 10 vessels near the Strait after the United States sank five Iranian oil tankers. Today's four-wave attack is the sharpest signal yet that Iran is willing to test the American escort mission directly rather than around it.
What Makes Today Different: The Russian Program
Less than two weeks before today's attack, a Financial Times investigation revealed that Russia has been secretly helping Iran develop an advanced new generation of supersonic cruise missiles specifically capable of threatening US warships.
The covert program is known as C430L. It began in 2023 and has continued through 2026, including during the current war.
This is not simply Russia selling missiles to Iran. Russian missile engineers are helping Iran develop the technology to manufacture the weapons itself. The program is being coordinated through Russia's state arms exporter Rosoboronexport and NPO Mashinostroyenia, one of Russia's most experienced missile-development organizations. NPO Mashinostroyenia has decades of experience developing cruise missiles launched from ships, submarines, and ground platforms, and has supported Russia's strategic nuclear missile programs.
Russian Engineers on Iranian Soil
Leaked travel records reviewed by the Financial Times show that senior Russian missile specialists repeatedly traveled to Iran. Their specialties included sea-launched missiles, cruise-missile systems, aerodynamics and ballistics, and critically, supersonic ramjet propulsion.
By 2025, Russian engineers had received extensive Iranian technical information concerning Iran's developing ramjet propulsion system. The Russians then analyzed data from an Iranian flight test. They examined technical issues involving fuel delivery, combustion stability, air-intake performance, and engine-nozzle performance.
This is an important distinction. Russia was not merely giving Iran a missile. Russian engineers were helping Iranian engineers solve the technical problems preventing Iran from developing its own advanced supersonic cruise missile.
Why the Ramjet Matters
Iran already possesses anti-ship cruise missiles. Those are among the weapons reportedly being launched against shipping today.
The Russian-assisted C430L program is designed to move Iran into another category. A ramjet allows a cruise missile to sustain flight at several times the speed of sound. That dramatically reduces the amount of time a warship has to detect, track, and intercept the incoming weapon.
The Financial Times investigation concluded that the technology is almost certainly intended for anti-ship and land-attack cruise missiles. One former CIA Iran military analyst told the Financial Times that successful development would give Tehran a qualitatively new strategic weapon capable of threatening US Navy vessels.
Iran has already built and flight-tested its ramjet propulsion system. There is no evidence yet that the completed Russian-assisted missile itself has been operationally deployed. The development program is continuing.
The Program Continued Through the War
Perhaps the most significant revelation is the timing. The Russian program did not stop when the war began. Documents reviewed by the Financial Times show C430L continuing into 2026 after the start of the US-Israeli war against Iran. Russia continued preparing technical reports for Tehran. The two governments were discussing another phase of the missile-development program. A June 2026 Rosoboronexport letter reportedly shows the Russians and Iranians continuing negotiations concerning that next phase.
This is what makes today's attack more than another exchange in the Strait of Hormuz. While Iranian missiles and drones are attacking shipping protected by the United States right now, Russian engineers have simultaneously been helping Iran develop the next generation of weapons capable of attacking those same naval forces.
Vladimir Putin is not a spectator to this. Russia's state arms exporter, Russia's most experienced missile-development bureau, and repeated engineer travel to Iran are all things that require government approval at the highest level. The Trump administration is protecting Gulf shipping against Iranian attack today. Putin is helping Iran build the tool designed to make that protection considerably harder tomorrow.
The C430L Is Not Today's Weapon
There is no evidence that the Russian-assisted C430L missile is being used in today's attack. That distinction matters. The missiles and Shahed-136 drones launched from Bandar Abbas and Bandar Kong belong to Iran's existing arsenal.
But today's attack demonstrates exactly why Tehran wants the Russian technology. Iran is confronting one of the world's most sophisticated naval air-defense systems. It needs weapons that are faster, harder to detect, harder to intercept, and capable of attacking American warships protecting commercial shipping.
Russia is helping Iran develop precisely that capability.
The Immediate and Longer Question
The immediate question is whether the US Navy successfully defeats the missile and drone waves currently targeting the tanker convoy.
The longer question is more consequential.
What happens when Iran combines the mass drone-and-missile attacks we are seeing today with the advanced supersonic anti-ship technology Russia is helping it develop?
That is the calculation the Trump administration will be running by the end of the week. Not whether Iran can attack American-protected shipping. Iran just did. The calculation is what Iran can do next, and how much of the answer is being written in Moscow.
