Two Programs. Two Different Problems.

Iran represented a counterproliferation problem: prevent a country from crossing the threshold into possession of a deliverable nuclear weapon. That problem had a military solution. President Trump chose it.

North Korea represents a nuclear-deterrence problem. Pyongyang crossed the threshold years ago. The Federation of American Scientists estimates North Korea may possess approximately 60 assembled nuclear weapons and may have produced enough fissile material for at least 90 warheads. The exact number is unknowable from outside the country. The existence of an operational North Korean nuclear arsenal is not.

Iran's position was fundamentally different. Before its enrichment infrastructure was heavily attacked, the IAEA reported that Iran had installed more than 20,000 centrifuges in 125 cascades at three declared enrichment facilities and was producing uranium enriched as high as 60 percent U-235. The IAEA never reported Iran as possessing an assembled nuclear weapon. After the attacks, the condition of some nuclear material and some facilities became uncertain because inspectors lost access to critical locations.

That distinction is the heart of the strategic argument. It is why Iran was bombed and North Korea was not.

The Scorecard

The Production Gap Matters As Much As the Weapons Gap

The distinction is not simply that North Korea has nuclear weapons and Iran does not. North Korea has moved toward an industrial nuclear-weapons system.

FAS estimates that North Korea may already possess enough fissile material for around 90 weapons and currently holds approximately 60 assembled warheads. Earlier detailed analysis estimated that continuing fissile-material production could provide material for roughly another half-dozen weapons per year. The actual rate at which North Korea assembles new warheads remains unknown.

Iran developed enormous enrichment capacity. Before the strikes, the IAEA reported more than 20,000 centrifuges installed across 125 full-size cascades at Iran's declared enrichment facilities. Iran had also demonstrated production of uranium enriched to 60 percent, substantially beyond normal civilian reactor requirements and technically close to weapons-grade material.

Enrichment capacity is not the same thing as an operational nuclear arsenal. A nuclear weapon requires more than enriched uranium. It requires a workable weapon design, explosive lenses, initiation systems, miniaturization, environmental testing, mating to a delivery vehicle, command-and-control systems, operational crews, and confidence that the weapon will actually function when required.

North Korea has spent decades solving those problems.

Iran had not publicly demonstrated it had crossed all of them.

The Missile Gap

Iran remains an extraordinarily capable missile power. CSIS assesses that Iran possesses the largest and most diverse missile arsenal in the Middle East. Thousands of ballistic and cruise missiles. Iranian weapons can threaten Israel, Gulf states, US forces, and other targets throughout the region.

Iran has also built a substantial domestic missile-industrial base.

But there is another dividing line.

Iran has not tested or deployed an operational missile capable of striking the continental United States.

North Korea has.

That distinction fundamentally changes American risk calculations. A campaign against Iran could produce Iranian missile attacks against American military bases, Israel, and regional partners. A campaign against North Korea creates the possibility, however uncertain, of a nuclear attack against an American city.

That is deterrence.

Why Trump Can Bomb Iran But Not Simply Do the Same to North Korea

The phrase "we cannot bomb North Korea" is technically incorrect. The United States unquestionably possesses the military capability to strike North Korea. What Trump cannot do is strike North Korea without triggering consequences that may be unacceptable.

To conduct a disarming campaign against Pyongyang, American and allied forces would need extraordinary confidence they could simultaneously locate and destroy nuclear weapons storage sites, uranium enrichment facilities, plutonium facilities, mobile ICBMs, short and medium-range nuclear missiles, underground missile bases, command and control facilities, strategic cruise missiles, submarine-launched weapons, naval nuclear platforms, and national leadership facilities.

The central problem is brutally simple.

What if we miss one?

A single surviving nuclear-armed ICBM fundamentally changes the equation. That is the calculation on Trump's desk. It is not political. It is mathematical.

Geography Makes the Problem Worse

North Korea possesses something Iran did not: an enormous conventional military positioned immediately beside one of America's most important allies. Seoul and its surrounding metropolitan region sit extraordinarily close to the North Korean border.

North Korea possesses artillery, rockets, and ballistic missiles capable of striking Seoul directly. Its increasingly sophisticated missile force can attack American bases in South Korea and Japan.

An attack on North Korea therefore cannot be considered simply as a strike against nuclear facilities. It could become another Korean War within hours.

This is one reason Iran and North Korea are fundamentally different cases.

Then Vladimir Putin Changed the Equation Again

Russia's war against Ukraine created an extraordinary convergence of interests between Moscow and Pyongyang. North Korea provided Russia with enormous quantities of ammunition, missiles, military equipment, and eventually troops.

Russia possessed something North Korea desperately needed. Advanced military technology. Technical knowledge. Combat experience. Equipment. Economic support. Political protection.

The relationship has evolved beyond the traditional transactional arrangement between Moscow and Pyongyang. Putin has spent three years making Kim Jong Un a strategic partner rather than a supplier.

What remains less transparent is exactly how much sensitive technology Russia has transferred. That distinction is critical.

There is substantial evidence of expanding Russian-North Korean military cooperation. There are also increasingly serious questions about whether Russian assistance is contributing to North Korea's strategic programs.

But the public evidence does not yet allow us to state as fact that Vladimir Putin personally ordered the transfer of nuclear-warhead designs, improved North Korean nuclear warheads, or supplied North Korea with an operational submarine nuclear reactor.

Those possibilities remain intelligence questions.

They are extremely important intelligence questions.

The Submarine Mystery

North Korea is constructing perhaps the most important new weapon in its arsenal. Pyongyang describes it as an approximately 8,700-ton nuclear-powered strategic guided-missile submarine.

Photographs released by North Korea show a very large submarine under construction. Analysis indicates its enlarged missile compartment could accommodate multiple large ballistic missiles.

The submarine appears designed not merely as another naval vessel but as a survivable nuclear retaliatory platform.

Yet there is a glaring technological question. There is no publicly verified evidence that North Korea has successfully designed, built, and operated a submarine nuclear reactor.

That makes what happened in the Mediterranean in December 2024 particularly intriguing.

The Ursa Major

On December 23, 2024, the Russian cargo vessel Ursa Major sank in international waters between Spain and Algeria following explosions aboard the ship. The vessel was operated by Oboronlogistika, a company controlled by the Russian Ministry of Defense. Its declared voyage was from St. Petersburg to Vladivostok. Its publicly declared cargo included large industrial equipment.

Subsequent reporting based on Spanish government information raised a much more provocative possibility. That cargo aboard the vessel may have included components associated with two nuclear reactors similar to reactors used in submarines.

That immediately raises an intelligence question.

If submarine-reactor components were actually aboard a Russian Defense Ministry-linked vessel traveling toward Russia's Pacific region, where were those components ultimately going?

Vladivostok itself?

The Russian Pacific Fleet?

A Russian shipyard?

Or potentially onward to North Korea?

At present, there is no publicly verified answer. Investigators have not publicly recovered and independently identified the cargo from the wreck. The evidence does not prove that complete nuclear reactors were aboard. It does not prove that North Korea was the destination. And it does not prove who caused the ship to sink.

The Russian operator alleged sabotage. That creates an extraordinary but unproven possibility. Was somebody attempting to prevent strategically sensitive Russian naval technology from reaching its destination?

It is a legitimate question. It is not yet an established fact.

Why Nuclear Propulsion Matters

A nuclear-powered ballistic-missile submarine would change North Korea's deterrent substantially. North Korea's land-based nuclear force can already be dispersed on mobile launchers and hidden inside mountainous terrain and underground facilities.

A submarine introduces another dimension.

A credible ballistic-missile submarine at sea forces an adversary to locate and continuously track an underwater nuclear force before contemplating a disarming attack. That is exceptionally difficult. Destroying North Korea's known nuclear facilities would no longer guarantee destruction of its retaliatory capability.

Pyongyang would be moving toward its own version of a nuclear triad. Land-based nuclear missiles. Nuclear-capable naval weapons. And eventually submarine-based nuclear weapons.

That is not simply about possessing more nuclear weapons. It is about making those weapons survivable.

North Korea's Nuclear Factories Continue Expanding

Another major difference between North Korea and Iran is that Pyongyang no longer attempts to maintain strategic ambiguity about its goal.

North Korea openly declares itself a nuclear-weapons state. It has conducted six nuclear explosions. It displays nuclear-warhead concepts. It tests delivery systems. It legislates nuclear doctrine. It publicly discusses nuclear retaliation. It continues expanding the industrial infrastructure capable of producing nuclear material.

Iran's position was different. Iran constructed an enormous enrichment infrastructure, possessed more than 20,000 centrifuges before the strikes, enriched uranium as high as 60 percent, and moved dangerously close to the material required for a weapon.

But Iran had not conducted a nuclear explosion or publicly demonstrated an operational nuclear warhead.

That gap may look narrow technologically. Strategically, it is enormous.

The Navy Becomes Part of the Nuclear Force

North Korea is simultaneously transforming its navy. Its new approximately 5,000-ton Choe Hyon-class destroyers represent a dramatic improvement over the country's historically antiquated surface fleet. More importantly, Kim Jong Un has increasingly connected these vessels to North Korea's strategic deterrence.

The objective appears to be diversification of nuclear delivery capability. A nuclear force concentrated at a handful of known installations is vulnerable. A force distributed among underground facilities, road-mobile launchers, cruise missiles, surface vessels, and eventually submarines is considerably harder to eliminate.

Every additional platform creates another target an adversary must find. Every mobile platform creates uncertainty. Every underwater platform increases that uncertainty further.

Iran May Have Reinforced Kim's Most Important Belief

This brings the comparison back to Iran.

North Korea does not need to enter Iran's war to benefit from it. It only needs to study it.

North Korean military planners can examine how Iranian nuclear facilities were detected, how air defenses were suppressed, how command structures were targeted, how ballistic missiles were discovered before launch, how mobile systems survived, which underground facilities resisted attack, how American and Israeli intelligence identified targets, how missile defenses performed, how quickly missile inventories were depleted, and how Iranian industry attempted to regenerate combat capability.

This is a free combat laboratory for Pyongyang.

The central lesson may be impossible to miss.

Iran was attacked while still below the nuclear-weapons threshold. North Korea crossed that threshold years ago.

The Paradox

That produces an uncomfortable paradox for global nuclear nonproliferation. Nuclear weapons can make a country a target while it is developing them. But once a state possesses a sufficiently credible and survivable nuclear arsenal, those same weapons can make attacking it dramatically more dangerous.

North Korea appears determined to cross the second threshold completely.

It is no longer enough for Kim Jong Un simply to possess nuclear weapons. He wants nuclear weapons that cannot all be destroyed. He wants mobile solid-fuel ICBMs. He wants tactical nuclear weapons. He wants increasing production of weapons-grade material. He wants nuclear-capable cruise missiles. He wants nuclear-capable naval vessels. He wants a nuclear-powered strategic submarine. And he wants enough diversity and redundancy that an adversary can never confidently conclude North Korea's ability to retaliate has been eliminated.

Vladimir Putin may be helping accelerate parts of that transformation. How far Moscow has gone remains one of the most important unanswered intelligence questions in the world.

The Trump-Putin-Kim Triangle

The three leaders are not equal parties to this arrangement. Trump inherited the Iran problem and solved it with force. He inherited the North Korea problem and cannot solve it with force. He knows this. Kim knows this. Putin knows this.

What Trump can do is negotiate. What Kim Jong Un can do is refuse to negotiate until his arsenal is survivable enough that the negotiation is on his terms rather than Washington's. What Vladimir Putin can do is provide the technology that shortens the timeline between "possess nuclear weapons" and "possess survivable nuclear weapons."

Every additional Russian submarine reactor component, every Russian re-entry vehicle refinement, every Russian solid-fuel improvement, every hour of Russian instructor time given to North Korean rocket engineers, moves Kim's deterrent closer to invulnerability. That is exactly the shift Putin has strategic reasons to accelerate. It creates leverage against Washington that Moscow cannot generate through its own war-degraded conventional forces.

Trump therefore faces a problem the previous administrations also faced but which has grown sharper. He can strike Iran. He cannot strike North Korea. And the gap between those two facts is being widened deliberately by an adversary who benefits every time that gap grows.

The Question Washington Now Faces

The comparison between Iran and North Korea is not simply why Trump bombed Iran but not North Korea.

The more consequential question is what watching Iran teaches every country contemplating nuclear weapons.

If the lesson becomes that states without nuclear weapons can be attacked while states possessing survivable nuclear arsenals cannot, the consequences extend far beyond Tehran and Pyongyang.

Saudi Arabia will study it. South Korea will study it. Japan will study it. Taiwan will study it. Other governments will study it.

And Vladimir Putin will understand exactly how much strategic leverage sophisticated military technology transferred to North Korea could create against the United States and its allies.

That may ultimately become one of the most dangerous legacies of the Iran war. Not merely what happened to Iran. But what North Korea learned from watching it.

And the most uncomfortable question of all is this. Did Iran wait too long to cross the nuclear threshold, while North Korea crossed it early enough that the cost of reversing it became unacceptable?

Trump has to work every day with the answer.
